Illinois inmate Willie Hadley, Jr., petitioned for a writ of habeas corpus under 28 U.S.C. Â§ 2254, alleging that his ability to earn credit for good conduct in prison has been restricted in violation of the United States Constitution. The district court denied the petition on the ground that in state court Hadley had procedurally defaulted his claims. Hadley filed a timely notice of appeal. We affirm on the grounds set forth in this order.
